Kamuoyunda geli\u015fen bu ilgi ve duyarl\u0131l\u0131k hem y\u00f6neticileri (siyaset\u00e7i ve b\u00fcrokratlar\u0131) ve dolay\u0131s\u0131yla da sa\u011fl\u0131k bilimcilerini tedavi i\u00e7in kullan\u0131lan radyoaktif maddelerin \u00e7evre ve di\u011fer insanlara ne \u00f6l\u00e7\u00fcde zarar verdi\u011finin ara\u015ft\u0131r\u0131lmas\u0131na zorlam\u0131\u015ft\u0131r. Son 20 y\u0131ld\u0131r bu konuda \u00e7ok say\u0131da ara\u015ft\u0131rma yap\u0131lmaktad\u0131r ve bu ara\u015ft\u0131rmalar\u0131n sonucnda elde edilen bilgilerin \u0131\u015f\u0131\u011f\u0131nda \u00e7evrenin ve di\u011fer insanlar\u0131n korumas\u0131na y\u00f6nelik yasa ve y\u00f6netmelikler \u00e7\u0131kmaktad\u0131r. Ayr\u0131ca \u00e7e\u015fitli dernek ve organizasyonlar da hekim, hasta ve kamuoyunu y\u00f6nlendirecek klavuzlar yay\u0131nlamaktad\u0131r.<\/p>\n<p>Ancak aniden ortaya \u00e7\u0131kan bu kamuoyu bask\u0131s\u0131na sa\u011fl\u0131k bilimcileri haz\u0131rl\u0131ks\u0131z yakalanm\u0131\u015ft\u0131r. Kamuoyu bask\u0131s\u0131 nedeniyle y\u00f6neticiler (siyaset\u00e7i ve b\u00fcrokrat) k\u0131sa s\u00fcrede yasa y\u00f6netmelik ve d\u00fczenlemeler yapmak zorunda kalm\u0131\u015ft\u0131r. Ba\u015flang\u0131\u00e7ta yap\u0131lan d\u00fczenlemeler ger\u00e7ek bilimsel verilerden \u00e7ok sa\u011fl\u0131k bilimcilerin yapt\u0131\u011f\u0131 teorik hesaplamalar ve \u00f6ng\u00f6r\u00fcmlere (assumptions) dayanm\u0131\u015ft\u0131r. Bu nedenle yap\u0131lan d\u00fczenlemeler \u00fclkeler aras\u0131nda son derece \u00e7e\u015fitlilik g\u00f6stermi\u015f ve genel olarak \u00e7ok s\u0131k\u0131 tedbirler al\u0131nmas\u0131na sebep olmu\u015ftur. Al\u0131nan s\u0131k\u0131 \u00f6nlemler nedeniyle tedavi g\u00f6ren hastalar, kendi yak\u0131n \u00e7evreleri taraf\u0131ndan bile adeta \u201cveba\u201dl\u0131 hasta muamelesi g\u00f6r\u00fcr duruma gelmi\u015f haks\u0131z ve gereksiz yere hastanede ve evlerinde izole edilmi\u015ftir. \u00c7ok s\u0131k\u0131 \u00f6nlemlerin yan\u0131nda, yap\u0131lan d\u00fczenlemeler \u00fclkeler ve hatta ayn\u0131 \u00fclkedeki sa\u011fl\u0131k kurumlar\u0131 aras\u0131nda bile b\u00fcy\u00fck de\u011fi\u015fiklikler g\u00f6stermi\u015ftir. \u00d6rne\u011fin Almayada 3 mCi radyoiyot tedavisi alan bir hasta bile \u00e7evreyi korumak i\u00e7in hastanede \u00f6zel tasarlanm\u0131\u015f odalarda yat\u0131r\u0131l\u0131rken, ABD\u2019de 200 mCi radyoiyot alan hasta yat\u0131r\u0131lmadan evine g\u00f6nderilmektedir. Bug\u00fcn tedavi sonras\u0131 al\u0131nacak \u00f6nlemler hakk\u0131nda bilgi sahibi olmak isteyen bir hasta internette biraz dola\u015fsa olduk\u00e7a de\u011fi\u015fken ve tutars\u0131z \u00f6nerilerle kar\u015f\u0131la\u015fmakta ve ne yapaca\u011f\u0131n\u0131 tam olarak bilememektedir. Bu durumun hasta a\u00e7\u0131s\u0131ndan en zor yan\u0131 da b\u00fcy\u00fck \u00e7e\u015fitlilik g\u00f6steren bu \u00f6nerilerin hekimler ve ciddi kurumlar taraf\u0131ndan yap\u0131l\u0131yor olmas\u0131d\u0131r. Bug\u00fcn, son 20 y\u0131lda yap\u0131lan bilimsel ara\u015ft\u0131rmalar\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 bilgiler ba\u015flang\u0131\u00e7ta al\u0131nan \u00e7ok s\u0131k\u0131 \u00f6nlemlerin esas\u0131nda gereksiz oldu\u011funu g\u00f6stermektedir ve d\u00fczenlemeler bu y\u00f6nde yava\u015f yava\u015f de\u011fi\u015fmektedir.<\/p>\n<p>Enerji, end\u00fcstri ve sa\u011fl\u0131k alan\u0131nda kullan\u0131lanlar da dahil olmak \u00fczere b\u00fct\u00fcn radyoaktif maddeler Birle\u015fmi\u015f Milletler anla\u015fmalar\u0131 \u00e7er\u00e7evesinde b\u00fct\u00fcn \u00fclkelerde kontrol ve kay\u0131t alt\u0131na al\u0131nmak zorundad\u0131r. Bu kontrol ve kay\u0131t i\u015flemi radyoaktif maddelerin \u00fcretiminden ba\u015flar ve son kullan\u0131c\u0131ya gelene kadar, ihracat, ithalat, gibi g\u00fcmr\u00fck i\u015flemleri ve hem uluslararas\u0131 nakliyat\u0131n\u0131 hem de \u00fclkeler i\u00e7erisindeki ta\u015f\u0131nmas\u0131n\u0131 kapsar. Birle\u015fmi\u015f Milletler bu denetim i\u015flevini kendi b\u00fcnyesinde bulunan <strong>Uluslararas\u0131 Atom Enerjisi Kurumu<\/strong> (International Atomic Energy Agency, IAEA) eliyle y\u00fcr\u00fct\u00fcr. IAEA, kontrol ve denetim hizmetinin yan\u0131nda t\u00fcm \u00fclkelere teknik bilgi sa\u011flama ve e\u011fitim hizmeti de sunar. Aralar\u0131nda benim \u015fahs\u0131m\u0131n da bulundu\u011fu bir\u00e7ok bilim adam\u0131 d\u00fcnya \u00fclkelerine e\u011fitim hizmeti vermek \u00fczere uzman (expert) olarak IAEA i\u00e7in \u00e7al\u0131\u015fmaktad\u0131r. Tiroid hastal\u0131klar\u0131n\u0131n tedavisi uzman\u0131 olarak en son Mart 2006 y\u0131l\u0131nda \u201c<em>Tiroid kanserinin radyoiyot ile tedavisi<\/em>\u201d ve \u201c<em>Hipertiroidinin radyoiyot ile tedavisi<\/em>\u201d klavuzu IAEA i\u00e7in taraf\u0131mdan haz\u0131rlanm\u0131\u015f ve t\u00fcm d\u00fcnya \u00fclkelerine g\u00f6nderilmek \u00fczere onay ve bas\u0131m a\u015famas\u0131na gelmi\u015ftir. IAEA kontrol, denetim ve e\u011fitim hizmetini \u00fclkelerin ulusal atom enerjisi kurumlar\u0131yla y\u00fcr\u00fct\u00fcr. T\u00fcrkiye&#8217;de bu konu ile sorumlu kurum <strong>T\u00fcrkiye Atom Enerjisi Kurumu<\/strong>&#8216;dur (TAEK). Ayr\u0131ca Avrupa Birli\u011fi \u00fclkelerinin t\u00fcm\u00fc i\u00e7in <strong>EURATOM<\/strong> g\u00f6rev yapmaktad\u0131r. B\u00fct\u00fcn bu organizasyon \u015femas\u0131n\u0131n \u00fczerinde, bu kurumlara teknik destek ve bilgi sa\u011flayan <strong>International Comission for Radiological Protection<\/strong> (Radyasyondan Korunma \u0130\u00e7in Uluslararas\u0131 Komisyon &#8211; ICRP) kurulmu\u015ftur. Bu komisyon i\u00e7erisinde teknokratlar, b\u00fcrokratlar ve bilim adamlar\u0131 vard\u0131r. Bu komisyon belli aral\u0131klarla toplanarak mevcut bilimsel verileri de\u011ferlendirip y\u00fcr\u00fct\u00fcc\u00fc kurumlara tavsiye niteli\u011finde raporlar sunar. Bu raporlar \u0131\u015f\u0131\u011f\u0131nda IAEA, EURATOM gibi uluslararas\u0131 kurumlar ve TAEK gibi her \u00fclkenin kendi ulusal y\u00fcr\u00fct\u00fcc\u00fc kurumlar\u0131 yasal d\u00fczenlemeler yaparlar. ICRP\u2019nin Tiroid hastal\u0131klar\u0131nda radyoiyot verilmesinden sonra al\u0131nmas\u0131 gerekli \u00f6nlemler i\u00e7in haz\u0131rlad\u0131\u011f\u0131 rapor ICRP-94 numaral\u0131 rapordur ve 2004 y\u0131l\u0131nda yay\u0131mlanm\u0131\u015ft\u0131r. Bu raporda mevcut bilimsel veriler de\u011ferlendirilmi\u015fve bu bilgilere dayan\u0131larak al\u0131nmas\u0131 gereken \u00f6nlemlerin neler olmas\u0131 gerekti\u011fi bildirilmi\u015ftir.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Radyoaktif maddeler 1940\u2019l\u0131 y\u0131llarda kontrollu olarak hastal\u0131klar\u0131n tedavisinde kullan\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r.
